The Court of Audit again formulated a disclaimer of opinion on the economic annual accounts of the Flemish Community due to uncertainties in the balance sheet. The court formulated a qualified opinion on the budget account as 0.6 billion euros in outstanding commitments lacked. The ESA reporting of the Flemish Community received an unqualified opinion. According to the ESA consolidated account of the Flemish substate government, which also received an unqualified opinion, Flanders closed the 2024 financial year with a deficit of 4.1 billion euros and a consolidated debt of 41.6 billion euros. The Court of Audit also points out that the Flemish Parliament has insufficient insight into the budgetary situation of the Flemish government at the time it approves the budget and annual accounts. Also, the quality of the policy and budget explanatory notes could still be improved and 1.1 billion euros of the resilience recovery budget had been unused at the end of 2024
