Since 1 January 2018, provinces have lost their competences over people-related matters such as welfare, culture, sports and youth. The Belgian Court of Audit has taken a closer look on how the Flemish government has transferred these competences to the Flemish authorities and local governments. The administrative reorganisation turned out to be complicated in practice: there could not be one uniform approach for all provinces and competences, especially not for provincial institutions. Some of them could not be transferred eventually and for the others that were transferred, the provinces have not been duly compensated.
