Protection and restoration of groundwater resources

The Court of Audit audited in which way the Flemish government used the groundwater permit, the groundwater levy and the grey water decree to improve the condition of its groundwater. The authorities implemented the related measures at a late stage and requested the EU to postpone them. The licensing policy shows some success but not for all ground water extractions as the legal offers not enough certainty. Since 2010, the levy progressively contributes to a better conformity with the quantitative condition of the ground water resources. In short, the grey water policy was not a great success. The three tools managed to help reduce the ground water consumption, esp. in the most vulnerable plinth area.
