In its report to the federal parliament on mobility (i.e. change of place of work) within the federal government, the Court of Audit found that external mobility (to another government department) was little used. Mobility and posting (temporary transfer to another service) have barely evolved over the past five years. Nor are the figures on this completely reliable. Federal services do make a lot of use of mutation (transfer within the same civil service). However, the Court notes that the departments have different procedures and do not interpret the concept of mutation in the same way. The Court of Audit recommends the Federal Public Service Policy BOSA to further work on fixed consultation structures and a process-oriented cooperation with the government departments and to encourage their participation in new initiatives.
