Circular Economy – Preparation, implementation and monitoring of the federal transition policy

Since 2016, the federal authority has drawn up various plans for the transition to a circular economy: the 2016 roadmap “Ensemble, faisons tourner l’économie”, the 2021-2024 federal action plan for a circular economy and the Belgium Builds Back Circular (BBBC) project. The previous government left it to the new government to take the initiative for the plans after 2024. The Belgian Court of Audit noted, in its report on those federal plans, that they had not been properly prepared and that their implementation had been laborious. This is due to the lack of concrete measurable objectives, knowledge sharing and monitoring. Although there are bodies in place to promote the coordination with regional measures and European policy, this coordination has proved tedious in practice.
