Investments in sport facilities in Flanders

The Belgian Court of Audit examined how the Flemish Community invests in sport facilities. These investments can range from funding facilities managed by its own agency (Bloso) to providing investment grants and selecting projects for alternative funding. The Court noted that the objectives of the funding policy are not always sufficiently operationalised to guide the investments in sport facilities. In most cases, funding is based on predetermined criteria. Sometimes the Flemish government also takes specific decisions on the matter. The investment process in the sport centres managed by Bloso is globally efficient despite some shortcomings related to public contract awardings. The projects suitable for alternative funding and the private partners are properly chosen.
