Subsidization of youth associations

The Flemish Community grants 32,5 million euros subsidies to youth associations. It formalises agreements with youth associations and sets administrative and reporting obligations. The Court of Audit examined the efficiency of the subsidization process and concluded that it is running smoothly and rightfully. However, the Flemish administration makes not enough use of youth associations reports in order to follow up the goals set by the Flemish policy plan on youth and to draw lessons to make the subsidization tool more efficient. Flemish authorities do not evaluate efficiency themselves nor do they calculate the required means according to current needs and the results to be achieved. Nevertheless, reporting could be much more usefull if reports were really used by the authorities in order to make subsidies more efficient.
