Top manager positions within the Flemish public services

The Flemish government decided to make top managers accountable by commissioning them. It worked out a series of procedures in order to select, guide and assess the top managers, which are globally satisfying despite some shortcomings. The Flemish government does not sufficiently motivate its selection decisions nor the assessment scores. As for the guidance, it is rather the ministries’ offices that decide, most of the time without taking into account the global policy or planning notes. Besides, the Flemish government combines its choice for a commissioning system with statutory mandates.
